ANPR can be a violation of consumer protection. Consumers need to know that their data is being collected.

The feedback shows:
1. Drivers aren't aware a parking scheme is in place.
2. Drivers do not see the signs.
3. Drivers are tired and need to take a break.
From a data protection perspective the question we have to ask ourselves is how is it that so many consumers do not realise they are under surveillance?
And; is consent implied if consumers are not aware, in which case there is no basis for collecting a processing their data.
This is in violation of the data protection act.
